Zero-carbon parks are "hot", and standards are coming
On March 18, the "Technical Specifications for the Evaluation of Zero-carbon Parks" (T/CECA-G 0344-2025), which was formulated by the China Energy Conservation Association, was officially released and implemented, providing a systematic basis for the planning, construction and evaluation of zero-carbon parks.
This standard is jointly participated by the Carbon Neutrality Professional Committee of the China Energy Conservation Association, the China Quality Certification Center, and the Beijing News Zero Carbon Research Institute. It is worth noting that the 2024 Central Economic Work Conference put forward the concept of "zero-carbon parks" for the first time, and this year's two sessions further clarified the requirements of "establishing a number of zero-carbon parks and zero-carbon factories". This series of policy signals makes the release of this set of standards particularly crucial.
The standard is more comprehensive and systematic, and it is clear "how to build" and "how to evaluate".
Compared with the existing technical documents for zero-carbon parks in the industry in the past, the Technical Specifications for the Evaluation of Zero-carbon Parks formulated by the China Energy Conservation Association are more systematic and clear in terms of dimensional coverage and operational guidelines.
According to Zhang Juntao, deputy secretary-general of the China Energy Conservation Association, the standard has made specific and clear requirements in terms of both the requirements for the creation of the park and the evaluation mechanism, which can provide more targeted reference and path guidance for the actual construction process of the park.
In terms of evaluation system design, the standard establishes a multi-dimensional comprehensive evaluation framework including multiple primary and secondary indicators, covering:
Basic compliance requirements, basic management requirements, management systems and incentive mechanisms
Energy mix and energy efficiency levels
Industrial layout and circular linkage
Construction & Equipment Operations Management
Emissions monitoring and quantification
emission reduction implementation and offsetting measures, etc
Through the hierarchical evaluation mechanism, it intuitively reflects the current level of zero-carbon construction in the park, which is convenient for the park to identify gaps and clarify the direction of optimization.
At the same time, the standard also further strengthens the focus on management and supervision, strengthens policy coordination and supervision mechanism, ensures fair and just evaluation, and guides the continuous optimization and improvement of the park.
The factory standard has been run through, and the construction of the park needs to be "precise"
In fact, the China Energy Conservation Association has released the "Zero Carbon Factory Evaluation Specification" in 2022, and more than 300 factories have completed certification in the past three years, including "Envision Energy", Schneider Electric, Delixi and other benchmark enterprises.
Enterprises generally believe that the standard provides clear guidance and pathways for the construction of zero-carbon factories.
Zero-carbon parks avoid blindly following the trend, and adapting measures to local conditions is the key
In response to the current trend of actively promoting the construction of zero-carbon parks, Zhang Juntao, deputy secretary-general of the China Energy Conservation Association, said in an interview with the media that in the process of pursuing the construction of zero-carbon parks, it is indeed necessary to avoid blindly following the trend, but should plan according to the resource endowment and actual situation of the park itself.
It is also necessary to conduct a comprehensive survey of the basic carbon emission data of the whole park, do a good job in the basic work of carbon emission data statistics and verification, gain an in-depth understanding of its own carbon emissions, sort out potential emission reduction pathways, and conduct detailed evaluation and calculation of the emission reduction potential, emission reduction costs and emission reduction benefits of different emission reduction pathways
