Regarding the updated requirements for testing reports from different certification bodies in the Transaction Certificate

Intertek has updated its testing report requirements for goods with a delivery note date on or after May 20th, 2023


The following information is an announcement regarding the testing report requirements in the Intertek (天祥) TC application system. Please note that the reports should include information that can be linked to the TC goods, such as order numbers and style numbers. This testing report primarily focuses on the content of the "Additional Information" section.


The current requirements for the "ADDITIONAL INFORMATION" section are as follows:


Fiber Products: Fiber length (in millimeters) and fiber fineness (applicable unit).


Yarn: Yarn count.


Fabric: Fabric weight per square meter (g/m2); Fabric weight per meter (g/m); Fabric structure (e.g., warp density, weft density per inch, yarn count used).


Finished Garments & Final Textile Products: Fabric weight per square meter (g/m2) of the certified fabric used.


Please note that this information should be provided in the "ADDITIONAL INFORMATION" section when submitting the testing reports.


When entering reclaimed materials into the system, transfer records are required for all textile and non-textile items. Starting from May 20th (including May 20th), we have added the requirement of providing transfer records to match with the invoices issued. These transfer records serve as proof of payment and should be provided for invoices dated from May 20th onwards.


In the case where there is no Supplier's Declaration of Conformity (SC) from the upstream supplier, testing reports are required for pre-consumer non-textile products (both internal or external reports are acceptable). The testing reports should include the following information: company name, waste material name, testing parameters, applicable standards, test results, and company stamp or seal.



CU Transaction Certificate (TC) application requirements are as follows


When applying for a Transaction Certificate (TC), you need to provide testing reports for the product. These reports can be from a second-party or third-party testing facility. The reports should include the specifications mentioned in the "Additional Information" section. Please attach the testing reports as an accompanying document along with the invoice.


For Transaction Certificate (TC) applications, you should submit one bill of lading (delivery note) and one shipment. However, all the raw materials should be included in the first shipment.


For export Transaction Certificate (TC) applications, the name of the TC receiver should be displayed as the consignee or notify party mentioned on the bill of lading. The address should be written as the name of the port, such as Sihanoukville Port. Please fill in the unloading location mentioned on the bill of lading as the port. Unless the buyer or seller can provide transportation documents from the arrival port to the final destination arranged by a third-party transportation company, the address should be the port of discharge.


It is necessary to apply for the Transaction Certificate (TC) within 90 days from the date of shipment. It is recommended to apply for the TC as soon as the shipment is made. Applications submitted after the deadline will not be accepted.



SGS Transaction Certificate (TC) application requirements are as follows


For all input materials and output products, quality testing reports must be provided.


For all input materials and output products, composition testing reports must be provided.


All testing reports must be conducted by second-party or third-party laboratories with ISO17025 accreditation.



BV Transaction Certificate (TC) application requirements are as follows


According to the latest notification from BV, starting from May 10th, applicants for BV Transaction Certificate (TC) are required to provide quality testing reports and composition testing reports, which can be from second-party or third-party testing. The product remarks information should be reflected in the TC application documentation on the sales side, such as the contract/order and transportation documents.
