Was developed by the NGO Zero Plastic Oceans and the World's Best Peterson Control Alliance to protect the ocean from the ongoing leakage of Marine attached plastics (OBPs) from land-based activities. The OBP certification scheme is designed to encourage the removal of Marine plastics from the environment by adding value to the efficient collection and disposal of these plastics.

A. Marine plastic recycling subroutine

B. Marine plastic neutral subroutine. The program covers both commercially recyclable and non-commercially recycled Marine plastics. This is fundamental if we want to make a real impact, because it is not enough to just collect what is recyclable.

OBP recycle subroutine

When the OBP is commercially recyclable, collectors can sell it to recyclers, who will use it to make new products. The subprogramme allows participants in the value chain to make certified claims about the origin of Marine plastic in products and the amount of Marine plastic recovered. The program certifies the entire value chain through two criteria:

a. OBP collection organization standards that cover collections

b. OBP recycling organization that covers all other steps prior to commercialization of the final product Standard Commercially recyclable means that the OBP is technically recyclable and can be sold locally to recyclers for a price that makes its collection attractive to waste collectors or collection organizations. At present, particularly in countries where OBPs are leaking into the ocean, a large proportion of the technically recoverable OBPs are not commercially recoverable.

OBP neutral subroutine When OBPs are not commercially recyclable, collectors process them and issue neutralization certificates, which are subsequently purchased by companies willing to offset their plastic footprint and produce plastic-neutral products. This subroutine allows a manufacturer or user of plastic products to make a claim about the OBP or plastic neutrality of their production. The program certified the full neutralization process chain through two standards: the OBP Neutralization Service Provider standard, which covers collection and waste management of non-recyclable OBPs, and the OBP Plastic Producer and User Standard, which covers compensation for the plastic footprint. Non-commercial recycling means that OBPs cannot be sold at attractive prices, But it also includes products or packaging that are not technically recyclable (because of the resins used, the mixing of different materials, or because they are too damaged).

Marine Plastics Certification for these two subroutine verification scope includes

International social and environmental standards run through the value chain of plastic collection, conversion and disposal, including no child Labour, fair working conditions, fair collector remuneration and proper waste management.

OBP certification has a total of two major certification (OBP recycling subroutine certification and OBP neutral subroutine certification), each certification has two small certification (waste plastic collection and treatment certification and supply chain processing certification), a total of four kinds of certificates.

OBP Marine Plastics Certification is divided into three Marine plastic ranges

1. Potential Marine plastics: minimum tide to 100m ocean and minimum tide to 50km land range

2. Marine plastics on the coastline: the highest tidal level ranges from 200m to land, and the lowest tidal level ranges from 100m to the ocean

3. Waterway Marine plastic: OBP Marine plastic certification for waste plastic waste located in the river or within 200m of both sides of the river
